It is located in the Mansheya area in Alexandria and was built by the Italian community in Alexandria as a kind of tribute to Khedive Ismail due to his great role in achieving a developmental and urban renaissance in Egypt during his reign between 1863 AD and 1879 AD and also as a kind of tribute to Egypt due to its hosting of the last king of Italy, Victor Emmanuel III, after He deposed him and chose Alexandria to reside there, and his design was similar to the memorial of the Unknown Soldier in Venice Square in the Italian capital, Rome.
It was built by the Italian community as a souvenir to honor Khedive Ismail. Later, President Gamal Abdel Nasser issued a presidential decree in 1964 to convert this place into a memorial to the unknown marine soldier and hand it over to the Naval Forces Command during the command of Lieutenant General / Suleiman Ezzat of the Naval Forces. The statue of Khedive Ismail was transferred to the Museum of Fine Arts in Muharram Bey.
The Naval Forces celebrate annually on October 21, the anniversary of the destruction by the Egyptian Naval Forces of the Israeli destroyer Eilat in front of the Port Said beach in 1967.
This monument is a marble base surmounted by a group of circular marble columns, delicately engraved and arranged in the form of a semi-circle surrounding the tomb of the Unknown Soldier. Around each of them are 4 columns topped with a cube-shaped marble block with beautiful inscriptions and decorations, and in the middle of its height, there is a prominent cornice with inscriptions and decorations as well.
